Maharashtra Government with view to encourage green buildings has proposed to give incentive floor space index (FSI) of nearly 3-7% on construction of buildings as per green building specification. This proposed project will come into force when the unified Development Control Regulations (DCR) will be implemented.
Ashok Mokha, chairman of Indian Green Building Council (IGBC), Vidarbha chapter and architect stated while talking to TOI that, the % of incentive FSI will be based on the type of green rating building. This will encourage builders and individuals to adopt theme of green building because that will help in water and power conservation and also in reduction of gas emissions. The level of water is reducing day by day and hence there is need to build such green structures. IGBC was demanding acceptance of this norms since long and Government has now finally acted upon it.
Mokha further added, there is also need to give incentive in property tax for green buildings. Incentives are also given for installing solar power, rainwater harvesting etc. and number of people will opt for green building if some relaxation in taxes will be given.
Confederation of Real Estate Developers’ Associations of India (CREDAI) Nagpur also encouraged the government’s move. Secretary of CREDAI Gaurav Agarwala is of view that the FSI incentive will encourage builders and common man. FSI is a notional thing so it will not put any burden on the government. Builders do not opt to adopt as this system cost more. Incentive FSI will help builders to bring the cost at par with regular ones and it will also help in conservation of natural resources.
Many states had already launched the incentive FSI for green buildings. IGBC and GRIHA are two organizations that give rating for green buildings. While IGBC gives ranking of certified, silver, gold, platinum and super platinum on other hand GRIHA gives star rating.
The incentive FSI will be given on the basis of rating of these two organizations. For a building ranked with 3 stars/silver the incentive will be 3%, 5% for 4stars/gold and 7% for 5 stars/platinum. The incentive will not be provided unless and until the builder register with IGBC or GRIHA and consumer incentive FSI. The authorities will check and approve it while giving the occupancy certificate.
Provisions are made by Government if any builder fail to comply with the norms after availing the incentive FSI, penalty will be two times of cost of incentive FSI.
Another step has been taken by Government to make green building with rating 3 stars/silver mandatory for all Government buildings. The Government has completed the process of unified DCR. The notification for implementation of unified DCR is awaited.
