A report was filed by the Corporate Commissioner, on the action taken against building violations in the city and to curb corruption. The report was filed in compliance with the petition, wherein it was prayed that the encroachment upon a particular property be removed. The corruption in the city corporation was highlighted by the court. It noted that the public were unable to get any documents without bribing the officials.
The Court further observed that the approved plans are not even implemented by the Corporation officials since in spite of regular inspections by the officials, there has been a construction of large number of buildings with gross violations. The judge also noted that the politicians involve themselves with the officials of the corporation in such activities.
The court stated that it cannot be presumed that the Commissioner is innocent or that the acts so committed are not within his knowledge. The Commissioner was held responsible for answering as to why he was not active in respect of illegalities, and as if he was handcuffed by some higher officials.
The Madras High Court directed the Chennai Corporation to transfer all the officials who are serving in its Vigilance Cell within four weeks and appoint new officials, after pulling up the civic body for curbing corruption.
Vigilance Booths were ordered to be set up in all corporation offices so that people could submit complaints with regards to corrupt activities in civic body.
