India, if we go by the average income of citizens, is a poor state. The number of unemployed and poorly employed people are looking large. The socialist government has a duty to uplift the impoverished. The much anticipated PM Awas Yojana is one such attempt by the government to do so by providing houses to the middle income group at subsidized loan rates. The issue is that, because India is an impoverished state, it is also illiterate. Poverty has become a gateway to greed. The first thing that pops up in the head of a poor person who's being given a facility is how to appropriate the facility in such a way that they could squeeze out monetary benefits, rather than just accept the upliftment they're receiving. Government schemes to provide to the people have been misused to a great degree, from ration to LPG subsidies.
Keeping this in mind, the Union has resorted to a kind of fail-safe for the Housing Scheme. New Delhi home owners cannot sell their houses till at least 5 years after they've bought them. This law will be enacted to prevent people from selling the houses sanctioned under this scheme to property dealers and realtors.
Around 8 lakh houses are already ready under this Scheme.
