Every individual has the right to a peaceful life, where one won't have to constantly be frightened of the next second. It is apparent that the caretakers of the shelter homes located in Deoria and Muzafarpur disregard this fact as there have been many complaints against them which include rape, use of violence etc.
Shelter homes are supposed to be a place where a child can grow out of the things that he or she has been through and bloom into an individual who are mentally and physically fit. Many of these children in shelter homes are orphans, are mentally ill, traumatized etc. Rather than providing for the needs of such broken children, they are in turn brutally and ruthlessly treated as most of them are even starved. This completely violates the Juvenile Justice Act's definition of a CCI (child care institution).
Earlier, the Supreme Court filed writ petition where they demanded that unregistered CCIs should reach out and get registered latest by December 31, 2017. They also said that such institutions need to be directly associated with adoption agencies so that the children that are fit for adoption can find a better home and family. The Act also demands that rights of these children are safeguarded under any circumstances
As of now, strong investigations are being conducted and the unregistered CCIs have been shut down and the children have been sent to shelter homes that are registered with the SC.
